Instructions
Whisk the flour and 1 cup of water in a bowl until no lumps are found. Put it aside.
Stir the rice and remaining water in a saucepan, then cover it partially.
Cook over low heat for 15 to 18 minutes over medium-high heat until the rice becomes tender.
Stir in the oil, salt, black pepper, and the flour mixture until smooth.
Bring it to rolling boil, and continue to cook for 3 to 4 minutes until thick.
Stir in the milk and heat it for 2 to 4 minutes.
Adjust the seasoning of the soup, then serve it hot, with more olive oil and enjoy.
